The Natural State Council Scouting America celebrated scouting in Central Arkansas on May 14 at the annual Heart of the Eagle Banquet that was held at the St. Joseph Spiritan Center. The annual gathering recognizes leadership, service and character while supporting the future of Scouting in the six counties that make up the Foothills District.

The council serves 8,500 youth and adult members, and they provided 96,000 hours of community service last year. During the annual Scouting for Food promotion, scouts gathered 40,600 pounds of food that was donated to regional food pantries. As an indicator of the health of the council, 123 young men and women earned Eagle Scout, the organization’s highest rank, in 2025..

At the banquet, one citizen is recognized for their contributions to the community. Conway Mayor Bart Castleberry was named the Heart of the Eagle Honoree for 2026. In addition to his role as mayor since 2017, Castleberry has served his community through the fire department and his church. He was honored for his decades of leadership in business, public service and community engagement. His commitment to making a lasting difference reflects the values Scouting seeks to instill in young people, according to Scout Executive and CEO Shanna Richardson.

Troop 534 and Jamie Gates acted as master of ceremonies for the banquet. Troop members took turns recognizing famous Eagle Scouts, including former President Gerald Ford. The event raised $37,580 that will benefit Scouts in the Foothills District, which comprises Cleburne, Conway, Faulkner, Perry, Van Buren and Stone counties.
